The franchise provides significant revenues to the City of Broken Arrow and allows PSO to maintain and grow the electric system.
What is a Franchise?
A franchise is an ordinance agreement between PSO and the city. The agreement provides revenue to the City of Broken Arrow and grants PSO permission to access public rights of way, alleys, and streets to operate and improve the electric grid.
In return, PSO will collect a 2% franchise fee and a new 1% Economic Development Fee that will be sent to the city of Broken Arrow each month in full for the length of the franchise (25 years). This extra 1% Economic Development Fee can by used the city for maintenance and repair of the city rights of way, public health and safety improvements, for aesthetic purposes, and other economic development opportunities. The PSO franchise
Allows PSO to respond efficiently to the needs of Broken Arrow citizens and prevents delays in power restoration.
Strengthens coordination between PSO and the city in weather emergencies to restore power safely and as quickly as possible.
Funds essential services like police, fire and parks with franchise fee and sales tax revenue.
Ensures seamless economic development cooperation between the city and PSO when attracting, retaining and expanding Broken Arrow businesses.
Facilitates building of new homes, new businesses and growth and improvements in the electric grid.
Improves lives through charitable support for education, food security, equity, and enhanced quality of life.
